Cowley County Clerk Records Office
For court records, the relevant office is the Clerk of the District Court. The Kansas Judicial Branch 19th Judicial District listing identifies Cheryl Wilson as the Cowley County Clerk of the District Court. Cowley's court page also identifies Chief Clerk Cheryl Wilson as District Court staff. This office maintains District Court case records and supports court access at the Winfield courthouse and Arkansas City location.
The clerk's role is practical. The office handles case filings, court files, docket support, marriage license processing, copy requests, public terminal access, and fee collection. The Cowley County Clerk and Elections directory is a different administrative office, not the main court-record custodian.
That distinction matters because court files, marriage licenses, and case copies should be routed to District Court unless the clerk directs otherwise.

Cowley County Filing Locations
Filing location matters in Cowley County. All limited actions are filed in Winfield. All domestic cases are filed and heard in Winfield, including posttrial and pretrial motions in existing domestic cases. Marriage licenses may be obtained through either Winfield or Arkansas City after the state online application. Both Winfield and Arkansas City hear traffic, criminal, probate, small claims, juvenile, child-in-need-of-care, protection, and general civil cases assigned there.
When a filing or record request is tied to Division 2, Arkansas City may be the practical counter. When the case is domestic, a limited action, or a jury matter, Winfield is the safer starting point. Hearing dates for domestic cases are obtained through the Winfield office.

The clerk office is not replaced by a single online database. Kansas CaseSearch is the statewide District Court public portal.
