Cowley County District Court History
Cowley County was organized in 1870, and the county-seat dispute shaped the court location story. Winfield won the county-seat vote and became the courthouse city. The first courthouse was completed in 1873, a second courthouse was completed in 1909, and the current courthouse was completed in 1963. The Sheriff's Office and jail renovations were completed in 2009.
Arkansas City remains a second court center despite Winfield's county-seat role. Division 2 sits there, the District Court clerk maintains an Arkansas City presence, and many criminal, traffic, probate, small claims, juvenile, protection, and civil matters can be heard there.
